Ulster Secures $479,391 Contract to Reline Aging Sewer Lines

URGENT UPDATE: The Town of Ulster has just awarded a significant contract worth $479,391 to Missouri-based Insituform Technologies for the critical relining of approximately 9,845 feet of aging sewer lines. This decision, finalized during a Town Board meeting on November 20, 2023, is aimed at preventing potential sewer breaks that could lead to costly repairs.

Vincent Maggiore, the wastewater superintendent, emphasized the importance of this proactive measure, stating, “These are concrete-style pipes. We’re relining them with a felt fiberglass material, putting a brand-new pipe inside of the old pipe.” This innovative technique is designed to enhance the structural integrity of the lines that, while deteriorating, are not currently leaking.

The project targets sewer lines installed in the early to mid-1970s, which are at risk due to age and environmental factors. “They’re extremely deep and below the water table,” Maggiore noted, highlighting the potential financial burden of repairs if these lines were to fail. “If they ever failed, it would be a very expensive price tag to repair them,” he added.

Importantly, this initiative covers only about 5% of the entire sewer system’s lines. However, it includes areas that are particularly vulnerable to damage, especially where grease accumulation from nearby restaurants is prevalent. “Grease chews up lines,” Maggiore explained, underlining the urgency of this project.

Before selecting Insituform Technologies, a thorough evaluation of the sewer lines was conducted using a robot crawler that captures high-definition video. This advanced technology ensures that the most critical sections of the sewer system are prioritized for immediate attention.

The relining work is expected to commence this winter and will not disrupt regular service. “It’s going to be done on the existing pipe, which is never subject to freezing,” Maggiore assured residents. The majority of the work will likely take place overnight to minimize inconveniences to local businesses.
