Clearwater Launches Major Downtown Development Projects

Downtown Clearwater is poised for significant transformation as multiple construction projects are set to commence, including a new hotel, high-rise apartments, and enhanced infrastructure. The city plans to revitalize key areas, improve parking facilities, and transform Osceola Avenue to meet the growing demands of residents and visitors.

Construction will soon begin on a ten-story hotel with retail space and a parking garage located on the eastern edge of the park, just south of the Clearwater Main Library. In addition, a high-rise apartment complex will rise on the site of the former city hall. Another parking garage, accommodating nearly 400 vehicles, will be constructed across Osceola Avenue, which is also scheduled for a major upgrade. These developments are a response to the increased foot traffic and events in Clearwater, particularly following the $84 million redevelopment of Coachman Park that reopened in 2023, attracting over 336,500 attendees to more than 100 concerts.

To facilitate the upcoming construction, traffic patterns will also change. Southbound lanes on North Osceola Avenue will now share the north lane just south of Drew Street, requiring drivers to adjust their routes accordingly.

Upcoming Developments

Several key projects are underway or planned in downtown Clearwater:

Clearwater City Hall: Construction is progressing on the new city hall at 200 S. Myrtle Avenue. This project, part of a $31.6 million civic redevelopment plan, will feature a two-story, 40,000-square-foot building designed to enhance city operations. The phased move-in is anticipated between August and September 2026.

PSTA Clearwater Station: In August, the Pinellas Suncoast Transit Authority (PSTA) initiated construction of the new Clearwater Station. This modern transit hub will replace the aging Park Street Terminal and is expected to enhance accessibility, safety, and rider experience. Scheduled for completion in early 2027, the station will feature electric vehicle chargers and bike racks.

The Harborview Hotel: A new 158-room hotel will be developed at the former Harborview site, complete with parking and retail space. The hotel will include a rooftop bar, adding a dining option to the area. Construction is expected to take 21 months.

Osceola Avenue Parking Garage: This new public parking garage, set to begin construction later this fall, will accommodate 397 vehicles and include electric vehicle charging stations. Completion is targeted for December 2026.

Bluff Apartment Development: Beginning in January 2026, construction will start on a 28-story multipurpose building at the former City Hall site near Coachman Park. This development will feature 400 rental apartments, approximately 10,000 square feet of retail space, and an underground parking garage. The project is expected to be completed by April 2028.

Osceola Avenue Roadway and Infrastructure Improvements: Starting in early 2026, this project will upgrade Osceola Avenue from Court to Drew streets. Enhancements will include underground utility upgrades, new ten-foot sidewalks, improved drainage, updated lighting, landscaped crosswalks, and on-street parking. The stormwater system will also be replaced, with completion expected by early 2027.

These ambitious projects aim to enhance the quality of life in Clearwater while addressing the growing needs of its residents and visitors. As construction progresses, the city looks forward to a revitalized downtown area that promotes both economic growth and community engagement.
