Ukraine Seeks to Resume Prisoner Exchanges with Russia

Ukraine is making efforts to resume prisoner exchanges with Russia, potentially bringing home approximately 1,200 Ukrainian prisoners. President Volodymyr Zelenskyy announced this initiative on December 3, 2023, following comments from the head of Ukraine’s National Security and Defense Council regarding progress in negotiations. Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council, indicated that these consultations have resulted in an agreement to activate previously established protocols for prisoner exchanges, which were brokered in Istanbul in 2022. Umerov expressed optimism about the upcoming technical consultations designed to finalize the organizational aspects of the exchanges. He conveyed a heartfelt hope that returning prisoners could “celebrate the New Year and Christmas holidays at home — at the family table and next to their relatives.”

Overnight on December 3, Russian drone strikes targeted energy infrastructure in the Odesa region, as reported by Ukraine’s State Emergency Service.
